L. Allen "Laylow" Lowe of Hampton, VA born November 16, 1949, passed away on the morning of October 4, 2025, at Riverside Medical Center. He is survived by his wife Lillie, step-children Angy, Michael and Anna-Lisa Ricucci, and four step-grandchildren. He is also survived by his sister, Gail Lanning, nephew Todd Lanning, his wife Stephanie and their two children along with many cousins and friends. He was preceded in death by his parents, Fred and Edith Lowe and his brother Lindsey Lowe. Allen grew up in Hampton, VA and was a Vietnam War Veteran having served in the US Navy. After returning home, he went to work for the City of Newport News Public Works Department and retired from the Engineering Department in the late 1990s. He also had his own concrete installation company which became known as Able Concrete, LLC in 2005. When he wasn't pouring his heart and soul into the driveways and patios of the greater Peninsula region, he loved spending time with his family and friends, watching Nascar, cheering on his beloved Washington Nationals baseball team or just "layin' low".
He will be deeply missed by all who knew and loved him.

A visitation will be held at W.J. Smith and Son Funeral Home located at 210 Harpersville Rd Newport News, VA 23601, on October 11, 2025 from 3:00-4:00 pm.
